Here's an update: I only need one Nixie tube to replace one that was broken in shipment. The others that were not working were not faulty, but the problem was damaged traces on circuit board.
The part number for the Nixie tubes in the original plea for help was misread initially. The correct part number is NEC CD65. This is a 0-9 Nixie with decimal point. All other information in the original posting in terms of size is correct.
